Achieving a Key Milestone in Project Energization
Monsoon Wind and EVN Complete 500kV Transmission Line, Reaching Key Milestone in Project Energization February 2025 – Monsoon Wind Power Company Limited (MWP) and Vietnam Electricity (EVN) have successfully completed and connected a double-circuit 500kV transmission line, marking a significant milestone in the region’s cross-border renewable energy development. The transmission line spans 27km in Laos, constructed by MWP, and 44km in Vietnam, built by Power Project Management Board 2 (PPMB2) of EVN. The connection of the transmission lines from both sides was completed on January 2025, paving the way for further energization and commissioning activities. On February 15, 2025, through the collaboration of relevant stakeholders, the project achieved back energization, enabling the commissioning of MWP’s facilities, including the main 500kV substation, 500kV transmission line, internal transmission systems, and wind turbines. This achievement is a crucial step toward the project’s goal of completing commissioning work and achieving a partial commercial operation (COD) of 300MW by Q2' 2025, followed by full COD of the remaining 300MW, reaching 600MW by Q3' 2025.

Warm Welcome for H.E. Thongloun Sisoulith, President of Lao PDR, along with the delegation on the occasion of the visit to the Monsoon Wind Power Project on 14 January 2025. Lao PDR's President H.E. Thongloun Sisoulith, Secretary General of the Central Party Committee, visited the Monsoon Wind Power project, where he was welcomed by Mr. Nat Hutanuwatr, CEO of the Monsoon project, and Mr. Peck Khamkanist, IES CEO. They presented a progress report on the nearly completed project and outlined expansion plans to sustainably develop Laos’ clean energy potential. President Thongloun expressed his support for the expansion projects, commending the initiative as Laos’ first wind power project and the largest in Southeast Asia. He praised its excellence in environmental stewardship and community development, highlighting its role in improving local livelihoods in the project area.
Prime Minister Sonexay Siphandone Attends Opening Ceremony for the First Wind Turbine in Lao PDR
The opening ceremony of the first wind turbine installation in Lao PDR witnessed by the Lao's Prime Minister On November 9, 2023 Monsoon Wind Power Co.Ltd. held a ceremony of the first wind turbine installation witnessed by HE Prime Minister of Lao PDR Mr. Sonexay Siphandone accompanied by Mr. Leklai Sivilay, the central committee of the party, the secretary of the Sekong province, Mr. Nat Hutanuwatr, the Managing Director of Monsoon Wind Power Company and local communities at Daktrium village, Dakjueng district, Sekong province. At the opening ceremony Mr. Nat Hutanuwatr said, "This pillar symbolizes cooperation between all parties, from the Lao government at the district, provincial and central government. As a symbol of pride that we are committed to producing wind turbines with international best practice be it design, construction, environmental and social standards and most importantly, this first wind turbine is a symbol of hope of the people surrounding the project to live a better life with a better economy either directly or indirectly that comes from the project's development."
Concession Agreement Signing Ceremony
Monsoon Wind Power Company Limited (MWP), represented by Mr. Nat Hutanuwatr, Managing Director of MWP, and Mr. Niwat Adirek, Authorize Signatory of MWP, participated in the Signing Ceremony of the Concession Agreement (CA) for the 600MW Monsoon Wind Power Project in Dak Cheung District, Sekong Province and Sanxay District, Attapeu Province with the Government of the Lao PDR in Vientiane Capital on 1 December 2022. Monsoon Wind Power Project is the largest wind farm in South East Asia and the first ASEAN cross-border wind energy project.
EPC Contract Signing Ceremony
On 14 November 2022, Impact Energy Asia Development Limited (IEAD) by Mr. Nat Hutanuwatr, Managing Director of IEAD and Mr. Niwat Adirek, Director of IEAD, participated with the partners in the EPC contract signing ceremony for the Monsoon Wind Power Project.
Joining the meeting with EVN
IEAD closely cooperates with Vietnam Electricity (EVN) to ensure the progress of electricity import from Monsoon Wind Power Project at Laos. Monsoon Wind Power Project, invested by Impact Energy Asia Development Limited (IEAD), with a total capacity of 600MW, is built in the Southeast of Laos, located about 22km from the Laos-Vietnam border. The Commercial Operation Date (COD) is targeted for the year 2025.
